Steam Machine's opt-in 4K 144Hz HDMI mode still costs you VRR on SteamOS 3.9.3

A report on Valve's SteamOS tracker indicates that while the Steam Machine's native HDMI 2.1 link allows a 4K television to run at 144Hz, variable refresh rate (VRR) stops working on that link. The HDMI connector provides a VRR range of 40 to 144 on the stock signal path.
